Does the charge rating increase the damage PER shot of pneumatic weapons or do higher charges confer no damage bonus?

Im not sure about the damage, but I think it's more on the range. You can always try on body shots, or on mutants.

I think the damage becomes better but I'm not entirely sure.

Thanks dudes! I checked out both weapons' wiki pages; damage decreases when the charge/pressure goes down.

kinda obvious high pressure = higher speed = better penetration

    Cannot be unread.

Yeah it's kind obvious but some games do fail to implement real world physics, etc due to time and budget constraints/failure on the developers' parts. Glad to know the game follows what I've surmised. Was making sure; the OCD kicked in.
