He says: "It's Hunter." (idk but you may actually mean the line "Mutants don't knock first, open the damned gate" but as I see it, it's one of the guards saying that)

It is used to smoke. There was a deeper meaning & function made up in the game (where it allows you to contact the Dark Ones). I think there was also something similar in the book, but I can't remember for sure.
