Game crashes while launching.

My two friends bought Metro Last Light on the first time it went on sales.
Two months later they tried to launch the game (via steam). For a few seconds it indicares that they are both in game but quickly the game crashes without even a bug/crash report.

My friends so far tried:
unplugging any wireless USB/etc (this seemed to me a common motive for the game to crash)
changing the resolution manually
deleting the user file
reinstalling it more than three times
running the application as administrator directly from its folder
neither of them is using steam beta

I mentioned my both friends because I don't think this is a CPU problem - both have the exact same problem, in different computers/internet - and both bought the game at the same time.

Please help me help them.
