If im not mistaken Anna is Millers daughter, so its more believable that she has a picture of her dead father, than of Khan. Edit: Or is it the other way around? Im totaly mixed up now xD
If you go to the Metro2033 forums and search around, you'll find a thread where a guy posted a lot of pictures when using no-clip that he had coded into the game so he could get to unreachable areas. He could also see Artyom's facemodel, which was unique from all other facemodels in the game. I'm too lazy to find the exact thread and page right now, but you'll see that the picture in the top of this thread is not Artyom
Or, you know, you could actually go to the wiki and find everything in a single article. The photo on the desk is used throughout the games. It's both in M2033 (In the "cathedral" in Cursed station, for example) and on the walls in MLL.
